وَإِذَا جَاءَهُمْ أَمْرٌ مِّنَ ٱلْأَمْنِ أَوِ ٱلْخَوْفِ أَذَاعُوا۟ بِهِ ۖ وَلَوْ رَدُّوهُ إِلَى ٱلرَّسُولِ وَإِلَىٰٓ أُو۟لِى ٱلْأَمْرِ مِنْهُمْ لَعَلِمَهُ ٱلَّذِينَ يَسْتَنۢبِطُونَهُۥ مِنْهُمْ ۗ وَلَوْلَا فَضْلُ ٱللَّهِ عَلَيْكُمْ وَرَحْمَتُهُۥ لَٱتَّبَعْتُمُ ٱلشَّيْطَـٰنَ إِلَّا قَلِيلًۭا
“When there comes to them a matter concerning security or fear, they spread it around. But if they had referred it to the Messenger and to those in authority among them, those who are able to derive conclusions would have understood it from them. And if not for the favor of Allah upon you and His mercy, you would have followed Shayṭān except for a few.”

Explanation
Allah سبحانه وتعالى explains in this verse that some people, when they hear news, immediately spread and publicize it before verifying its authenticity. This behavior is prohibited.
When a matter comes to them concerning public safety or fear, they circulate it without proper investigation. This shows that it is not permissible for a person to spread information until they confirm its accuracy.
Had they referred it to:
- The Messenger ﷺ during his lifetime
- His Sunnah after his death
- Those in authority among them — meaning the scholars
Then those qualified in deduction (people of knowledge who extract rulings and understanding from foundational sources) would properly analyze it and return it to its principles.
Without Allah’s favour and mercy, people would fall into following Shayṭān in spreading chaos, misinformation, and harm.
